A boldfaced hornet (Dolichovespula maculata; Family: Vespidae) foraging for tree sap. Not sure if the sap contained sugar or not (did not dare to taste!). More info is available at http://cyberbee.msu.edu/column/stinging/hornets.shtml.

It's a hornet, Family Vespidae, subfamily Vespinae
